International students represent an important revenue stream for many Australian universities.

More than half a million students hold Australian visas, mostly from China, but also with large numbers from India, Vietnam, Brazil and South Korea.

In a speech by Australian Education Minister Alan Tudge, he stated that he is “increasingly hopeful” that most international students could return to Australian universities by Semester 1 of 2022 with vaccine rollouts underway.

The disruption to the prevailing onshore, on-campus business model of international education during 2020 “forces a rethink of that model, and more broadly the international education strategy for the nation”.

International students will not return en masse to Australian campuses until the beginning of 2022 but individual universities can bring in students during this year if chief health officers agree and safe quarantine quarters are provided.

While enrolments dropped by 7 percent in 2020 compared with the previous year, there were still 686,100 full-fee paying international students in Australia.

“This incredible growth has been good for our economy, but even before COVID hit, strains were appearing and the continued rate of growth of on-campus enrolments was not sustainable in my view.

This is particularly true for our public institutions which have a broader mandate,” Mr Tudge stated.


The future of bringing international students back onshore is dependent on the success of the vaccination program and the implementation of a “global authentication system for vaccination certificates”.

Tudge added that “there is still the opportunity to bring students back in small, phased pilots.”

A lack of a clear timeline from the Australian government over when international students can return to Australian universities has been a source of anger and anxiety for students stranded outside the country.

Australia has become the world’s third-largest provider of international education. An estimated 40% of the economic contribution of international students is in fee revenue.

The majority of the economic contribution is from students spending money in Australia on housing, food, transport and tourism.
